Tampa, FL. – The International Bridge, Tunnel and Turnpike Association (IBTTA) has appointed Amy Lettelleir, Chief Legal Officer of the Tampa Hillsborough Expressway Authority (THEA), to its Board of Directors. Lettelleir joins IBTTA’s leadership at a time when innovation, fiscal responsibility, and collaboration are shaping the future of mobility across the nation, underscoring THEA’s commitment to national leadership in the tolling industry.
Lettelleir joined THEA in 2017 as Chief Financial Officer, bringing over 20 years of experience as a public finance professional and attorney. Today, as THEA’s Chief Legal Officer, she provides strategic counsel to the agency’s Executive Director and Board of Directors, applying her deep understanding of finance, law, and regulation to guide sound business decisions.
A Tampa Bay native and long-time public servant, Lettelleir has institutional knowledge and is rooted in her community. Over her tenure at THEA, she has played a vital role in strategic planning, project delivery, stakeholder engagement, and operational excellence. She has helped and continues to guide the agency through some of its most transformative infrastructure phases.

In her new role, Lettelleir will contribute to IBTTA’s mission of advancing user-based, sustainable transportation solutions, bringing both local insight and national perspective to the conversation on how agencies can deliver smarter, safer, and more resilient infrastructure. She will serve her term until December 31, 2027.
“As a lifetime local resident, I have witnessed firsthand the evolution of transportation needs in Hillsborough County and the broader Tampa Bay region. I understand the complexities of user funded projects, innovative financing, public engagement, and toll operations. With this new Board appointment, I hope to bridge global best practices with local realities,” said Amy Lettelleir.
Lettelleir was formally introduced at this year’s IBTTA Annual Meeting & Exhibition in Denver, and will begin engaging in committee work, advocacy, and policy development. A member of the Florida Bar for 30 years, she has built her career around structuring projects that responsibly fund public infrastructure, strengthen communities, and enhance quality of life.
